Appropriations Request
GENERAL OVERVIEW ON APPROPRIATIONS
To meet the needs of communities across the United States, the Appropriations Committee accepts Community Project Funding and Programmatic requests from Members of Congress. FY27 guidance was issued by the Committee on Wednesday, February 25th and is available for review here.
The annual appropriations process is a tool that Congress uses to invest in policies and programs that help our communities. Submitting your appropriations requests provides another opportunity for Congress to hear directly from you on how our federal funding is prioritized and spent. There are three types of requests made during the appropriations process.
- Programmatic requests: Requests by which Members may request specific funding levels for agencies and programs funded in the twelve appropriations bills.
- Language requests: Requests by which Members may request bill language or report language directing or encouraging specific actions by federal agencies.
- Community Project Funding requests: Requests by which Members may request funding for specific projects in their communities, so long as the projects have a federal nexus and meet other requirements established by federal law, House Rules, and the Committee to ensure only high-quality projects are requested and funded.

Project Title: Enhancing Digital Accessibility and Data Integration of the Houston Forensic Science Center Through Strategic Digitization
Project Sponsor: Houston Forensic Science Center
Address of Sponsor: 500 Jefferson St, Houston, TX 77002
Amount Requested: $500,000
Project Description and Justification: This project will enhance digital accessibility and data integration at the Houston Forensic Science Center (HFSC) by converting large volumes of paper-based forensic records into searchable digital files. HFSC currently stores millions of documents across multiple systems and formats, including approximately 1,998 banker boxes of paper records in long-term storage. These fragmented systems create barriers to efficient data retrieval and integration with the statewide portal. The proposed project will digitize approximately half of these records, enabling faster access to forensic documentation while improving compliance with state requirements. The initiative will modernize HFSC’s records management system while supporting more efficient case processing and improved justice outcomes in Texas.
Project Title: Advanced Screening Technology for Correctional Safety
Project Sponsor: Harris County Sheriff's Office
Address of Sponsor: 1200 Baker Street, Houston, TX 77002
Amount Requested: $2,000,000
Project Description and Justification: The Advanced Screening Technology for Correctional Safety project will enhance security at the Harris County Jail through the purchase and installation of advanced bag-scanning technology designed to detect illicit drugs, weapons, and other contraband before they enter secure areas of the facility. This project will introduce modern bag scanners capable of producing detailed imaging that helps correctional personnel identify potential threats more quickly and accurately than traditional inspection methods. By modernizing screening procedures, the Harris County Sheriff’s Office will strengthen security operations, reduce the risk of contraband entering the facility, and improve operational efficiency at entry checkpoints. The project will support safer working conditions for correctional officers and staff while helping maintain a secure environment for incarcerated individuals and the broader community.
