About the Office
Congressman Christian Menefee represents Texas's 18th Congressional District, which includes much of North Houston and parts of Humble. Our office is committed to fighting for the people of TX-18 through strong legislative work, rigorous oversight, and outstanding constituent service.
About This Role
The Office of Congressman Christian Menefee is seeking a sharp, detail-oriented attorney to join our Washington, DC team as Counsel. This role sits at the intersection of law and policy, and is central to how our office makes the federal government work better and deliver results for the district.
As Counsel, you will advise the Congressman and senior staff on legal and policy matters, and help develop and advance the Congressman’s legislative agenda. You will draft legislation, oversight letters, and legal memoranda, and work closely with committee staff, the legislative team, and outside stakeholders.
This position is based in Washington, DC and reports to the Legislative Director
What You Will Do
Legislative and Policy Support
Draft and analyze legislation, amendments, and resolutions in coordination with the Legislative Director
Manage a portfolio of issue areas as assigned, including tracking relevant legislation, hearings, and regulatory developments
Meet with constituents, advocacy groups, agencies, and other Congressional offices on behalf of the Congressman
Coordinate with committee staff and other Member offices to advance the Congressman’s legislative and oversight priorities
Identify casework trends and district issues that may warrant legislative action or Congressional oversight, in coordination with the district team
Legal, Oversight, and Investigations
Support Congressional oversight and investigative efforts, including drafting oversight letters, document requests, and hearing preparation materials
Conduct legal research and analysis on constitutional, statutory, and regulatory issues and translate findings into clear, actionable guidance
Review documents, testimony, and agency responses and help develop investigative strategy and follow-up
Prepare the Congressman for hearings, markups, and depositions, including drafting questions, talking points, and briefing memos
What We Are Looking For
Required
Juris Doctor from an accredited law school and active membership in good standing with a state bar
Excellent legal research, writing, and analytical skills, including the ability to distill complex legal issues into clear guidance for non-lawyers
Strong attention to detail and sound judgment, with the ability to handle sensitive information with discretion
Ability to manage multiple projects with competing deadlines in a fast-paced environment
Strong interpersonal skills and the ability to work collaboratively across the DC and district teams
Commitment to public service and to the priorities of the Congressman and the people of TX-18
Preferred
Experience in investigations, including Congressional, government, internal, or litigation-related investigative work
Prior experience on Capitol Hill, in a federal agency, or in another government legal role
Familiarity with House rules, the legislative process, and Congressional oversight authorities
Ties to Texas, and familiarity with Houston and the communities of the 18th Congressional District, are a plus

Compensation
Salary is commensurate with experience and consistent with House of Representatives compensation guidelines. The targeted salary range for this position is $75,000 - $95,000 annually. This position includes federal government benefits.
